Defining the requirements – needs (versus wants in many cases).

This needs to come from the Business / Business Analyst. Requirements are like water. They are impossible to build with, unless frozen. Sound requirements can save over 80% of development costs and very often enable the early detection of issues / defects in a solution, thus preventing rework.
